Never use fresh eggs as their membranes really stick. Also when you are running them under cold water after boiling them swirl the pan around to break up the shells. They should peel nicely.
If the ones you have aren't coming out of their shell nicely, just cut the egg in half (carefully so as to not get shell in them, of course) and scoop out the egg with a spoon. Of course that doesn't work when you are trying to make deviled eggs.
